The Economic Offenses Unit (EOU) of Bihar Police has taken major action. The team has arrested four accused involved in the constable recruitment paper leak. During interrogation, it was found that after the teacher recruitment exam, the mastermind of the paper leak of the constable recruitment exam is also Sanjeev Mukhiya alias Lutan, a resident of Nagarnausa, Nalanda. The constable recruitment exam question paper was leaked on October 1, 2023. Two days ago, the EOU got a big lead in this case. After this, the team raided and arrested four people including three people from West Bengal.

The arrested accused include Kaushik Kumar Kar, Sanjay Das, residents of North 24 Parganas in West Bengal, Suman Biswas, a resident of Kolkata and Saurabh Bandhopadhyay, a resident of Lucknow in Uttar Pradesh. Earlier, on June 5, the EOU had arrested Ashwani Ranjan, Vicky Kumar and Aniket, all residents of Bihar and alleged members of the interstate Sanjiv Mukhiya gang, who are currently in judicial custody.

More than 150 people arrested in question paper leak cases

Several members of the Mukhiya gang in the NEET UG, BPSC TRE 3 paper leak case have already been arrested by the Bihar Police. The EOU has so far registered a total of 74 FIRs in various districts and arrested over 150 people in various question paper leak cases. According to a statement from the EOU, Kaushik Kumar Kar’s Kolkata-based firm, Caltex Multiventures Pvt Ltd, was awarded the contract to print and supply question papers for the Bihar constable recruitment exam. Caltex Multiventures Pvt Ltd was a one-room shell firm with no employees, and the printing and supply of question papers was outsourced to Blessing Secured Press Pvt Ltd, of which Kaushik Kumar Kar’s wife was the director.

Kaushik was involved in the UPPSC and APPSC question paper leak

The EOU also revealed that Kaushik was earlier allegedly involved in question paper leak cases of recruitment exams conducted by Uttar Pradesh Public Service Commission (UPPSC) in 2019 and Arunachal Pradesh Public Service Commission (APPSC) in 2022, prompting him to set up Blessing Secured. Serious deviations from standard operating procedures with regard to transportation, storage and handing over of question papers by Kaushik and his associates were also highlighted. Instead of sending the question papers to the state government, Kaushik’s affiliated companies sent them to a warehouse owned by DP World Express Logistics Pvt Ltd in Patna, where they remained for six days without informing the authorities. During this time, members of the Sanjeev Mukhiya gang were contacted by Kar, and the question papers were opened and distributed among the gang members for further distribution to candidates, who paid substantial sums for advance knowledge.

The EOU revealed that during the examination on October 1, many candidates were caught cheating using electronic devices and other fraudulent methods, due to which the examination was postponed. After this, the examination was canceled due to complaints of irregularities and the examinations to be held on October 7 and October 15 were postponed. Let us tell you that there were vacancies for 21,391 posts in Bihar Police Constable 2023. The examination was conducted on October 1 at 529 centers in 37 districts of Bihar, in which more than 18 lakh candidates appeared.
